As you have received today to receive letters at your Offices between the hours of 9 a. m. and 5 p.m. a proceeding productive of the greatest inconvenience and at variance with the general instructions addressed to all Deputy Post Masters, I am directed by his Excellency to require you
to have a box open at the window for the acceptance of letters at all hours during the day.
The notification published in the Hongkong Gazette, on the 4th of June, was intended merely to fix the time
at which letters were to be delivered
at the Post Office, and not to restrict
